Local Rules - Dress Code
LOCAL RULES and OTHER INFORMATION - 2012
GOLF- & COUNTRYCLUB OUDENAARDE
1.Out of Bounds:
Defined by white stakes, white lines, white stones or fences.
Hole Kasteel 1: on or beyond the road.
Hole Anker 8: on or beyond the white stones at the edge of the fairway of hole Anker 4 (*)
Hole Anker 11: on or beyond the white stones at the edge of the fairway of hole Anker 1 (*)
(*): the OOB line is determined by the nearest inside points of the white stones. These white stones are deemed to be immovable obstructions during play of Anker 1 and Anker 4.
2.Water Hazards: defined by yellow stakes. Lateral Water Hazards: defined by red stakes.
Water Hazards near the green: definde by red stakes with black top
Dropping zones near the green as an additional option (+ one stroke): Kasteel: holes 2, 4, 6, 11; Anker: holes 6, 8, 9, 10, 13, 16.
Holes Kasteel 4 & 11 : the water hazard on the left side is only defined on one side because the hazard is deemed to extend to infinity. All ground and water beyond the defined margin is in the hazard.
Hole Anker 18 : If a ball is in or it is known or virtually certain that a ball that has not been found is in the water hazard on hole Anker 18, the player may proceed under Rule 26, or as an additional option, drop a ball, under penalty of one stroke, in the dropping zone.
3.Abnormal ground conditions / Ground Under Repair
Play prohibited :
The player must take relief ( Rule 25-1 b ) without penalty
-Defined by blue stakes or white lines.
-Winter Greens.
Play optional :
The player may take relief ( Rule 25-1 b ) without penalty
-Trough the green : new and old gravel or sand filled drainage ditches.
-In closely mown areas (cut to fairway height or less):
° Deep ruts and damage by maintenance machines
° Patches covered with gravel.
° Damage by crows
If the ball lies on the putting green, interference also occurs if the damage intervenes on the line of putt.
4.Embedded ball through the green:
Through the green, a ball embedded in its own pitch-mark in the ground may be lifted,without penalty, cleaned and dropped as near as possible to where it lay but not nearer the hole.
5.Obstructions:
-All paths on the course are immovable obstructions ( Rule 24-2 )
-Staked trees : if such a tree interferes with a player’s stance or area of his intended swing, the ball must be lifted, without penalty, and dropped in accordance with the procedure prescribed in Rule 24-2 b.
Integral parts of the course:
-Hole Kasteel 5 : the wall behind the green.
-Hole Kasteel 8 : the walls on the left and right side of the hole.
-All areas covered with plastic sheets.
6.Distance-Measuring Devices:
For all play, except all junior competitions, a player may obtain distance information by using a device that measures distance only.
If, during a stipulated round, a player uses a distance-measuring device that is designed to gauge or measure other conditions that might affect his play ( e.g. gradient, windspeed, temperature, etc ) the player is in breach of Rule 14-3, for which the penalty is disqualification, regardless of whether any such additional function is actually used.
Note 1 : GSM’s or Smartphones are not allowed as Measuring Device
Note 2 : It is the player’s responsibility to ensure that his measuring device conforms to the specifications as above.

Penalty for breach of a local rule :
Match Play : loss of hole
Stroke play : two strokes
OTHER INFORMATION:
Suspension of play due to a dangerous situation :
-One prolonged note of siren: discontinue play immediately.
-Two notes of siren: resume play.
-Three notes of siren, repeated : abandon play.
CONDITIONS OF COMPETITION:
Time of starting:
If the player arrives at his starting point, ready to play, within 5 minutes after his starting time, the penalty for failure to start on time is loss of the first hole to be played in Match Play or two strokes at the first hole in stroke play.
Penalty for lateness beyond five minutes is disqualification.
Ties :
MP : A match that ends all square will be played off hole by hole until one side wins a hole. The play-off starts on the hole where the match began. In a handicap match, handicap strokes will be allowed as in the stipulated round.
STR/STB : In the event of a tie in a STB/STR competition; the winner shall be determined by matching score cards over the last 9 holes (10-18), if the tie still persists, over the last 6 (13-18) and if the tie still persists, the last 3 (16-18) and if necessary the last hole (18).
In a handicap stroke play competition : one-half, one-third, one sixth…etc of the handicap will be deducted.
Mobile phones:
Use of a mobile phone on the course is not recommended.
However, in case of emergency or danger or to call the tournament office, a mobile phone may exceptionally be used.
In any case a mobile phone should be switched off in order to avoid distracting the other players.
Use of a mobile phone as authorised by the rules but distracting other players:
-First offence : the player is guilty of a breach of etiquette and should switch off his mobile phone
-Subsequent offence : the player is guilty of a serious breach of etiquette and the Committee may impose a penalty of disqualification under rule 33-7.
Club Handicaps:
A player with a clubhandicap (37 - 54) plays his exact handicap in a competition marked Catg 4. He plays handicap 36 if marked R
